News trading is allowed during all challenge/evaluation phases. On FUNDED accounts it's restricted for a selected list of high-impact releases: you must close affected-asset positions and can't open trades from 2 minutes before to 2 minutes after the release. The Swing add-on removes this restriction.
The gotcha
The restriction only bites once you're funded โ people pass the challenge news-trading freely, then get a violation on a live account because they didn't realize the 2-minute window now applies. Buy the Swing add-on if your edge is news.
